While the Labor Department's monthly jobs report on Friday is expected to show only slight improvement in jobs added, Gov. Rick Perry of Texas may still have fodder to say his state is a "winner" in the shifting economy. But the factors contributing to the Lone Star State's job creation may have little to do with Perry and its downsides may not be fully realized.
