The fiscal year is 188 days old, and the federal government is still operating without a long-term spending bill. And now, if lawmakers can't cut a deal, the government will shut down.Lawmakers have been working (or not) on a budget for the 2011 fiscal year for 430 days. They have painfully little to show for their efforts.
